Front reminds me of one of those sand worms from the movie DUNE.
I guess if you took some white Styrofoam and laid some track over it, then traced out the edges, cut that part out then lay the foam on top, then went over the ties with white paint, you could simulate DEEP snow and run your train. save money on static grass and whatnot. just foam and track. IF you got that blade spinning fast enough I guess you could fill that gap in the foam with powdered sugar or something but I am sure that would gum something up.

put a reed switch in it and when it gets to a certain point in the mountain, the blades start to spin. Great visual if started on a curve at a corner, cutting into a snow cut pass.
